AR 670-1: 20-10. Cover, cap, rain

Quick Answer

The rain cap cover is an optional purchase item made of transparent plastic with a visor protector and elastic webbing. Soldiers may wear it with the heritage green or Army blue service caps, and it must completely cover the crown and visor.
